Under what circumstances do messages become throttled?

It’s fairly new. Messages (server.log/show/error) are throttled, in both agents and (in the next release) imps, when an “unreasonable” number happen in a short time. Currently “unreasonable” is defined as a long-term average of more than 100 per minute, or more than 6,000 in a burst.
