I found this sentence in the Wiki: You can also make devices which collect data - for example, a GPS track from a bike - and look for wifi periodically in order to perform an automatic upload.

Does this mean the IMP can be configured to connect to unsecured or previously connected networks?

To previously connected networks (or networks you know the SSID + password of).
