IMP005 How can I turn it on/start using it?

Hi,

I have a new (empty) IMP005. Do I need an external programmer eg: Dataman to flash the SPI chip(S25FL164K0XMF)?

The imp005 has no on-die storage, just secure boot keys.

You will need to load the SPI flash with the OS image, yes. You can use any programmer that can program a 3.3v SPI flash - there are $10 ones on Amazon that will work just fine for this.
