Will this change? Will previous agent URLs ever be re-used?

Agent URLs are never re-used. If a device gets a new agent instance (the device was re-configured using BlinkUp, for instance), it gets a new agent with a new URL. ‘Dead’ agent URLs are not recycled.

Is there a way to determine if a agent url is dead?

A non-existent agent will return 404 - Not Found.

An agent without an HTTP handler will return 404 - No Handler.
